    How can I access the PHP.ini to change it?

    No, you cannot change the php.ini and as a AlterBlog user you cannot change any php setting. What's your needs?

    I'm using a Wordpress plugin, and there is a feature that needs

    allow_url_fopen = 1 in PHP.ini

    This is the reference:

    allow_url_fopen is already set, but Altervista by default allows you a connection only to a selected list of domains.

    As an AlterBlog accounts you cannot unlock this limitation. You have to change to AlterSite (from Wordpress panel > Settings > Change to AlterSite), and then, from within Altervista's control panel > Resources > Edit php settings > Server to server connections.
