Does the post notification is free for the publisher? The publisher is free to use post notification?
Can you tell me how to use the customize the altervista toolbar?

You can manage the altervista toolbar from "Appearance -> AlterVista Toolbar", then you can drag and drop the object from the first column to the second or third one (depends if you want the object to appear to the right or left side).

Can I see the effect after installing this WP Fastest Cache plugin?

I recommend NOT to install any cache plugins. They could also damage the site.
