CSS file doesn't update?

I have a problem with updating a CSS file of my website. I've already tried saving and refreshing the CSS file page in the browser (worked previously when I had this kind of a problem) and I've re-uploaded the file several times. The new code is visible in the File Manager's edit view but doesn't show when I look at the CSS file. Is this a common problem and does anyone else have it? How do I solve it?

Please provide the URL of the CSS file, and describe which are the changes you don't see.
