Load MySQL Database with Text file

Hello,
I just got my website yesterday and I am new to this whole thing. I have a text file which was produced from an excel spreadsheet. The fields are separated by tabs. I went into phpmyadmin and created a table with the same number of columns as my text file. When I try and use the LOAD DATA LOCAL INFILE function in the SQL tab it says that this is not an acceptable function. Can someone explain what I am doing wrong?

Now this is the error I'm getting:

#1045 - Access denied for user 'testbank'@'localhost' (using password: NO)

unfortunately LOAD DATA LOCAL INFILE is not available.
