Hello, is it legal to use advertisements from other networks? e.g. nuffnang or bidvertiser

My adsense is not working so I can't get my ads into my blog (my current adsense account has a pending review on another website, so it just shows white space in my blog too).

No, you can only use the ads provided by Altervista.

Okay another quick question, what about personal ads/banners? a friend of mine is requesting me to put a banner to his page/website since he's just starting out..is that allowed? a picture in the sidebar about his website and stuff and just a hyperlink to his page?

Yes, simple links to friends' websites are allowed.
