I want to know if from the Dashboard, you can rearrange the posts?

For example, I have 2 posts. Written yesterday and another today. I hope that yesterday is still in 1st.

How to do ?

WordPress shows the posts in reverse chronological order, but in the post edit page you can change the visibility in order to stick a post as featured.
