Can I upload a website from scratch?

I had an old altervista account, where you could just upload the files and manually create a site.
I did enable ftp. Can I use this to set up in the old way, and still preserve the wordpress option?

You can activate the FTP with WordPress account only in "wp-content" folder.

If you want a "classic" hosting account, you can register it from here (Hosting with file manager).

There is an issue: even with FTP Active and nation filter off, is refusing the connection:
