error on control panel display, adding ftp new country, and click on any link

I access to control panel in China through ChinaTelecom, and can't get full control panel displayed, and receive error messages whenever I click a link, I tried to upload the screenshots of error details, but there is error on inserting image here too(403):

Are you able to connect to Altervista's italian homepage?
