Strange Chinese characters appear when I upload. The files are fine on my computer.

I've translated some of those characters; they definitely form words. Possibly you've been hijacked?

Or maybe it's on my end? Anyway I'm really frustrated and thought I'd ask.

Nevermind I got it!

If anybody else has this problem, it's is caused when you write your sites in Notepad and save the files with Unicode encoding. Re-save them in UTF-8.
