According to your traceroute looks like there is an issue with your isp (SBCGlobal/AT&T), you should contact them and report this issue. Meanwhile you may activate cloudflare, it should resolve the issue at least temporarily.

Same thing happen.

78.129.205.2 is over 254 hops from Toronto,Canada. I tried at Home and at Work, 2 different ISPs. Both are not reachable.
So I think this is not the ISP problem. The server is way too far from North America???

Why don't Altervista change server for <username>.Altervista.org to something is reachable from Worldwide without activating Cloudflare????

Sorry nevermind.
I found what cause the tracert not reachable.
It was Malwarebytes anti virus sofrware installed, it has malicious website blocking function.
78.129.205.2 is marked as malicious website, then block network traffic from my PC.
When I disable Malwarebytes' malicious website blocking setting, <username>.Altervista.org (78.129.205.2 ) is working at web browser and tracert command.
