Please disable your proxy when you check website availability.
As regards the database error you should also check your blog configuration (plugins and jobs executed by wp-cron), wp database errors may be triggered also by mysql max_connections error, and this can happen if you have multiple stuck wp-cron jobs (jobs fetching external data from hosts slow to respond is the most common scenario).
If this is the case you will experience the same issues even on a dedicated server.
As regards the dedicated server request please see my previous post, you should use this form: http://en.altervista.org/feedback.php?who=redazione and include in your request a brief description of your website and the kind of userbase it has, please consider the website must be perfeclty compliant to the terms of service: http://en.altervista.org/terms.html, as far as I am seeing some pages embed external ads, like this one http://sms4send.altervista.org/sms-s...ssage-service/ , and this is not allowed by ToS.
