Problems with old versions of javascript files being served

Even after clearing cache, changing browsers and refreshing all, I've had problems today with javascript files not getting updated. I can post them, edit them, see the change, but viewing the site or viewing the javascript file will show the older version. Problem cleared up after an hour this morning, but it's back again. I thought it was the ISP caching the files, but tried a different ISP, so it's AlterVista. What I'm doing isn't anything different from what I've been doing last few months - a lot of minute changes as I debug my code and polish my site.
