Activating database - operations per hour?

20,000 operations per hour is Standard. Unlimited ops per hour can be had for a small fee. Would a single site visitor downloading a single PDF file constitute a single operation?

"Operations per hour" are intended related to the database. Downloading a PDF file could not implicate the database if it's so it doesn't count as an operation.
