Getting a url whitelisted / removing whitelist

Hello, I play a MMORPG called "EVE Online".

EVE Online has an intricate API system that safely and legally provides information on characters etc. I have tried to get it going, but am getting the error:

Destination host forbidden, unlock the connection from your Altervista control panel (Resources > PHP Settings)

After visiting that page, it says the only way to unlock it is by sending a text to an Italian number. Unfortunately, I don't really use my phone, let alone have the credit to send it.

Is there another way I can get the url's whitelisted / remove the whitelist?

The only way to remove the whitelist restriction is to follow the procedure described, sorry.
