Database Upgrade Skip

hi, how can i skip this step? i have to back up my DB before opting in for the upgrade

also, the message says

Cost: No costs until 20/06/2013, then 2500 AlterCents/year

does it mean that after 20/06/2013 DB service won't be free any longer for everybody?

but since after the upgrade I found the breakdown in Resources & Upgrades section of the cPanel, no additional explanation is due
