Since i do all my developement through ftp on my phone and i use a database very heavily it is critical that i be able to connect to my database through a mobile client using localhost i cannot do this so please i need to be able to connect to the database

That is not possible. The only way to access the database is through a PHP script on your webspace.

On AlterVista the database is only accessible to the PHP scripts on the webspace.

No, it is the intended behaviour for security reasons and to prevent the abuse of the database service.
