Looks like a routing issue towards 5.0.0.0/8 networks or part of them.
There is nothing we can do from our part since it is a issue related to T-Mobile network, however as a quick fix you could activate Cloudflare in your control panel.

I am still getting a 504 Gateway Timeout Error when accessing certain sites (eg sila.altervista.org) from my U.S. T-Mobile phone using mobile 3g/4g data.

I contacted T-Mobile 2nd-level tech. support and received an interesting answer: that they (T-Mobile) contacted the owner of the web site (I don't know whom they contacted -- probably sila.altervista.org rather than altervista.org) via a "contact me" link and the owner of that site admitted that he/she is responsible for T-Mobile devices not able to reach his/her site because "they are switching IP addresses which should be done by mid-2014" (see Error 504 Gateway Timeout When on 3g/4g; Loads ... | T-Mobile Support ). Do you find this explanation plausible?

T-Mobile didn't contact any representative of AlterVista and no, there is no "ip switch" planned as there is no reason to switch to an ip outside 5.0.0.0/8 network as it is not a reserved network and every device connected to internet should be able to reach it.

Please try this:

Yes this did indeed solve my problem. The FTP component of the altervista_test.bat script still failed, but that is not important, as I can now access my web site using FTP, browsers etc.

Now all I have to do is finish designing it!!

The rest is just for my curiosity ...

I see that CloudFlare sits in front of the Altervista web site, so MY_NAME.altervista.org is now just an alias for MY_NAME.altervista.org.cdn.cloudflare.net. But after a quick look at a summary of CloudFlare features, I didn't see how this fixes the problem.

From the San Francisco area, I could NOT access the real MY_NAME.altervista.org web site (the now hidden altervista server, with IP address 78.129.xxx.xxx located in the UK), even when I just specified the IP address. In fact I still cannot ping the underlying 78.129.xxx.xxx IP address. But obviously, CloudFlare can access it from approximately the same geographical location as me. How do they avoid this issue? My DNS servers are "just as good" as theirs, and I should achieve broadly similar path through the shared sorpus of ARP tables.

Here's the same question in another way: Why do all my attempts to access 78.129.xxx.xxx result in failure? Even a very brief highly technical response is OK. I am just very curious.
